Graduated from Dzhambul Technological Institute of Light and Food Industry, PhD in Economics.

After graduating, in 1987-1994 she worked as senior inspector and head of the department of Kyzylorda regional department of social security.

In 1994-1995 – consultant of the Committee of the Supreme Council of Kazakhstan for social protection of the population.

In 1995-2003 she worked in the Ministry of Labor and Social Protection of Kazakhstan as head of division, deputy head of department, head of pensions management department, deputy director of social welfare department, director of the department of social welfare and social assistance, director of the department of pension provision and income regulation of population.

From March 2003 to December 2005 – Vice Minister of Labor and Social Protection of Kazakhstan.

From December 2005 to October 2006 – Chairman of the Board of JSC “Life Insurance Company “State Annuity Company”.

From October 2006 to October 2007 – Vice Minister of Labor and Social Protection of Kazakhstan.

From October 2007 to January 2008 – executive secretary of the Ministry of Labor and Social Protection.

From January 2008 to March 2009 – Advisor to the President of Kazakhstan, Chairman of the National Commission for Women, Family and Demographic Policy under the President of Kazakhstan.

From March 2009 to September 2012 – Minister of Labor and Social Protection of Kazakhstan.

From September 2012 to November 2013 – Advisor to the President of Kazakhstan.

From November 2013 to November 2014 – Deputy Prime Minister of Kazakhstan.

From November 2014 – Secretary of State of the Republic of Kazakhstan
