From 1985 to 1993 was engaged in teaching activities – assistant, associate professor, head of the department, dean for work with foreign students. In 1989-1990, he taught at Phnom Penh Chamkardong University (Cambodia). Since 1993, he worked in the Ministry of Education and Science of the Republic of Kazakhstan as a chief specialist, head of the sector, head of department, management, representative of the Ministry of Education and Science in the USA, director of the department, chairman of the committee, vice-minister of education and science. Headed the National Testing Center, Information and Analytical Center.

    He participated in the implementation of the project for the implementation of integrated testing of applicants, the Unified National Testing. He also participated in the planning and administration of the Bolashak program, the development of three State programs for the development of education and science of the Republic of Kazakhstan (2005-2010 and 2011-2020, 2016-2019), building a quality control vertical, preparing three National Reports on state and development of the education system of the Republic of Kazakhstan. Administered 6 international comparative education studies. He has published over 40 articles and a monograph on international and domestic trends in the development of education, the creation of a national quality assessment system.

     Chairman of the Public Council on Education and Science, the protection of children’s rights, the trustee of the candidate for the presidency of the Republic of Kazakhstan N.Nazarbayev (2015) and trustee of the Nur Otan Party (2016). Awarded the Order “Qurmet”, a letter of thanks from the President of the Republic of Kazakhstan, 9 other state and departmental awards.
